Use of the BBaton service need not be viewed differently from age and identity verification provided by designated identity-verification agencies, and does not conflict with the purpose of the Juvenile Protection Act, leaving room to conclude it constitutes a lawful method of age and identity verification.

BBaton's anonymous age-verification method qualifies as identity verification without resident registration numbers under Article 23-2(2) of the Network Act, and complies with the verification methods prescribed by Article 17 of the Juvenile Protection Act Enforcement Decree.

BBaton regularly reviews compliance and adequacy of its quality controls, has established standards for quality activities including policies and detailed guidelines, and executes quality activities according to those standards.
